1. Introduction

Since the early 2000s, state governments have steadily embraced the internet as a tool for public engagement and transparency. Each state now maintains its own online portals for legal codes, registers, legislation, and other public documents. Yet finding relevant information remains challenging—due to inconsistent organization, varied file formats, uneven search capabilities, and, most of all, the overwhelming volume of unstructured text data.

For more than a decade, my work has centered on collecting and analyzing such data from state government sources. The process has evolved dramatically over time: from sitting in state libraries xeroxing and transcribing dusty budget books, to browsing Quorum search results, to OCRing and regexing PDFs, to applying NLP classification models, and now using transformer-based systems to extract meaning from unstructured text. Through every stage, one constant has remained: the need for a robust database and a powerful search capability. That need led me to create Scholars Edge.

Scholars Edge is a database and suite of specialized search engines for state and federal bills, laws, regulations, and related materials such as testimonies, research reports, and registers. Each search engine is tuned for a specific type of query:

In 2025, U.S. state legislatures introduced roughly 160,000 bills. I posed a simple question: How many of these could affect the development and adoption of large language models? Traditionally, answering this would require visiting every state’s website, running multiple keyword searches, sifting through false positives, and hoping I had anticipated all the possible term variations—a process that could take weeks or months. Using Scholars Edge, I reduced the review set to a few hundred documents and scanned all 50 states plus D.C. in just 21 minutes. In other words, I automated 99.6% of the search effort.

The results revealed a common legislative posture toward AI: caution, often verging on defense. Many bills addressed similar concerns—mandating human oversight for automated decision-making, penalizing impersonation or election interference, restricting AI use in insurance claims, prohibiting deceptive AI-generated content, limiting AI in state government, strengthening data privacy, and regulating algorithmic pricing in housing, wages, and consumer goods. A smaller set of bills took a more measured or optimistic approach, calling for studies on AI’s impact on labor, the environment, and education, or proposing initiatives like expanding computer science education in schools.

Overall, the tone reflected both legitimate concerns—about AI’s effects on jobs, the environment, and the economy—and a historical pattern: every transformative technology is first met with skepticism. It also underscored the distinct roles of the public and private sectors: the public sector prioritizes safety and public welfare, while the private sector drives creation and innovation.

2. Methodology

Scholars Edge functions like a series of sieves, each designed to filter search results in a unique way. Artificial intelligence—particularly transformer models—is a cross-cutting technology used across a wide range of industries, applications, and use cases. For that reason, a concept search is the ideal tool for identifying related legislation. However, building an effective concept search is a process in itself.

To start, I copied the text of the Executive Order on Advancing United States Leadership in Artificial Intelligence Infrastructure into a similarity search. This first search was not intended to be perfect; its purpose was simply to surface bills that could serve as the foundation for a concept search. Similarity search uses cosine similarity to identify documents that closely resemble the example text. The next filter applied an LLM to label whether each bill was truly focused on AI. Using this basic approach, I collected 10 bills from several states—broad enough to be representative—and organized them into two zip files, each containing five text files.

With those zip files in hand, I began building a new concept search. I uploaded the first zip file and saved it. Then, I ran the second zip file through the tool and copied the relevant concepts into the first search via the search editor. I carefully refined the combined concept list—removing overly broad or overly specific concepts, as well as those likely to bleed into unrelated topics. Where gaps existed, I added missing concepts manually. The resulting concept list was:

The search prompt was: “I am looking for legislation that focuses on Artificial Intelligence—regulating it, requiring disclosures, age verification for usage, requiring audits, submission of weights to the government for oversight, etc.”

After a brief review of search results from several states, I was moderately satisfied with the performance—enough to proceed with the experiment. The time from creating the initial similarity search to finalizing the concept search was about 30 minutes.

I then created a script to run the concept search across all 50 states and D.C., paginating through API results for each state until all results were collected. The script saved total results, plus those labeled “true” and “false,” to a CSV file for human review—the third and final filter. In total, the script took about 20 minutes and collected 3,118 bills out of the 160,000 introduced, labeling 473 as truly relevant to Artificial Intelligence. Because the search had not been thoroughly tested, I reviewed both the “true” and “false” sets to identify patterns.

I found 90 false positives and 51 false negatives. The false negatives were primarily neutral or positive AI bills—those proposing studies, applying AI in government functions such as wildfire prevention, or exploring its use in education. The false positives were not strictly unrelated; they were AI-adjacent topics centered on social media, application platforms, and pornography. However, these were partial hits on larger topics and should not be presented as comprehensive results. Dedicated searches for age verification, data privacy, and pornography would produce more complete results than the handful of matches included in this concept search.

In retrospect, it’s clear these concepts overlap significantly with other major legislative debates this year, such as regulating social media and updating existing laws to address diffusion and transformer-based image generation.

For each result, I retrieved the bill’s full text along with its metadata from our database, then used this information to generate the sections in this report. In the Detailed Analysis section, I applied the full text to the o4-mini reasoning model to identify specific examples within the bill and assess its potential impacts.

4. Conclusion

The 2025 legislative session reflects a deep undercurrent of concern—and, in some cases, apprehension—about the future of artificial intelligence. Many lawmakers are focused on ensuring that humans remain firmly in control of decision-making processes, especially in high-stakes areas such as insurance, housing, and healthcare. Longstanding issues like cybersecurity, fraud prevention, obscene imagery, protecting minors online, and safeguarding personal privacy have taken on new urgency in the wake of rapid AI adoption.

Of particular note, emerging laws and regulations surrounding data privacy and data ownership may significantly impact the AI industry’s growth. By restricting how data can be collected, stored, and shared, these measures could make it far more difficult to gather the large, diverse datasets needed to train new models. This, in turn, risks creating higher barriers to entry for new AI companies, potentially cementing the market dominance of established players such as Google, Anthropic, xAI, and OpenAI.

Yet despite these challenges, I remain optimistic that the benefits of large language models will ultimately outweigh their drawbacks—and that legislation will, over time, evolve to encourage and support these positive applications. This experiment is a personal example of AI’s transformative potential: it has largely solved a problem I have wrestled with for years—finding the proverbial needle in a billion-word haystack—and done so in a matter of minutes.
